Ilia Temkov graduated from the State Academy of Music in 1949. He was Head of the Children’s Teenagers’ Department at Radio Sofia and also served as musicologist at the Sofia Philharmonic (1945-51). He organised the first educational symphonic concerts and lectures, which was an important factor in the promotion of Bulgarian and world music culture. He conducted the Plovdiv Philharmonic (1951-1956). He specialised in Germany (1957) and conducted the orchestra of Radio Berlin (1958-60). He gave concerts in Dresden, Leipzig, Hale and Weimar (1957-1959) and recorded over 100 works by classic and modern German and Bulgarian composers. In Berlin he authored the series of music programmes Portraits of Bulgarian Composers. He was one of the founding members of the international festival March Music Days in Ruse (1961) and the competition Young Bulgarian Performers (1967). In 1972 he was appointed artistic director of the Ensemble for Song and Dance of the Bulgarian Armed Forces and conductor of the Shumen Symphony Orchestra. He was editor-in-chief of the Music Life Magazine.

He composed mainly choral songs.
